The article criticizes the Boston Redevelopment Authority for lax enforcement of the city’s linkage, inclusionary zoning, and deed restriction policies with regard to affordable housing. It charges that the agency failed to collect millions of dollars in linkage fees, used some of the funds it did collection for public improvements instead of housing, and did not track or enforce deed restrictions to keep units affordable. The article leads to an audit of the agency that finds poor record keeping, administration, and monitoring of the various programs.
